What is an Item Upgrader in Pokemon Go?

The item upgrader adds a brand new widget at the top of the Angel and Cash Upgrade windows. The Manager is priced at 33 billion Angel Investors and offers no benefits to gameplay other than making it easier to find and buy upgrades.
Boosters

The second is the price of the materials required to upgrade. The items used are typically either Power Dices (dropped by monsters 21and up) or Minerals and Erons (obtainable by completing certain Mists of Pandaria or Warlords of Draenor quests). The amount of these items required can be seen in the inventory of an upgrade vendor.
It takes time to upgrade an item. It could take as long as 8 hours depending on the size of the upgrade. The base stats of the upgraded item are calculated based upon its new ilvl as well as other properties. This calculation determines new Armor Class bonuses, damage dice, and other important stats. In some cases the upgrade can grant additional perks that can be selected from a list of perks.

In rare cases the upgrade will replace only the most expensive perks. Success Rate

An Upgrade Pity is an item you can purchase from the smithing NPC in Lost Ark. It increases the chance of a successful upgrade by some percentage. This is similar to the luck bonus some items have, but is more solid. This can be added to any weapons or armor and can be used three times.
It is also possible to add a variety of additional elements to the upgrade, which increases its chance of success. The materials are displayed in a window located above the + button. There are some limitations. The maximum amount of material you can upload is shown directly above the + button.
Another method to increase the chances of an upgrade achieving success is by using the item known as the Blacksmith Blessing or an upgraded version of it. This item is beneficial when you own an item of equipment that has reached the highest level for its tier or is close to it.
